In the summertime, Laguna Beach is a madhouse. Traffic slows Pacific Coast Highway from Crystal Cove all the way to Salt Creek Beach; tourists flood the many shops and ice cream and trinket stores; and the beaches are as crowded as Disneyland on a Saturday, with nary a spot to post up for the day. And with all that activity, Laguna Beach enforces a laundry list of rules and regulations. Beach cops walk the sand looking for anyone smoking or drinking or having a dog on the sand outside of assigned hours, ready to issue tickets. Now, there’s a new rule.
