Published 9:00 am Tuesday, April 28, 2026 Commissioner Phil Chang published a guest column last week blaming me for the county’s groundwater problems. I’ve read it carefully. It takes real nerve. What Chang left out: he has been sitting next to me on the Board of Commissioners since 2020. We vote on the same budgets, the same land use decisions, the same groundwater policies — together, as a three-member board. Every plan he criticizes, he was in the room for. Every budget he implies was inadequate, he helped set. If groundwater is truly the generational crisis he now claims, where were his emergency motions? His budget amendments? His policy proposals? For six years, Chang had the same power I do. Instead of using it, he waited until four weeks before a primary election — when his handpicked candidate is on the ballot — to write a hit piece.
