A White House official told CBS News that President Trump and Defense Secretary Pete Hegseth agreed on the need for new Navy leadership, and Hegseth informed Phelan of the decision before it was made public. The president told reporters Thursday that Phelan is a "wonderful guy" but had trouble getting along with others. "He's a hard charger, and he had some conflicts with some other people," Mr. Trump said, adding that some of the conflicts revolved around the administration's shipbuilding efforts. "Got to get along, especially in the military." The Navy's new acting civilian leader will be Undersecretary of the Navy Hung Cao, according to Parnell.
