In the Licensing Racket, which I reviewed for the WSJ , Rebecca Haw Allensworth emphasizes that occupational licensing boards put the fox in charge of the chickens: Governments enact occupational-licensing laws but rarely handle regulation directly—there’s no Bureau of Hair Braiding.
