IMO, This is pretty much overkill. Even with the 23XI charter drama, banning open entries is something NASCAR has never even dared to consider. Even at tracks like Phoenix, where we know there is room for more than 27 cars, you will only get 27 cars.
If it were me implementing this, I would see how much room is in each track, and let opens in based on how much room is there. Places like Mid-Ohio would still be charter-only, but bigger places like Phoenix and Road America would let a certain number of opens in.
