As tanks rumbled through Moscow’s Red Square during the Victory Day parade last May, Russian President Vladimir Putin proudly took in the patriotic spectacle as he was flanked by more than two dozen world leaders, including Chinese President Xi Jinping. This year, most of the political VIPs will be absent. So will all the army vehicles and many students from Russian military colleges.
