Two young white men—Neil Scott, 25, and Timothy Brooks, 18—had been charged with running a “preppie drug ring,” distributing cocaine, ecstasy, and marijuana. These two, along with nine sub-dealers, provided substances to colleges and high schools across six counties in eastern and central Pennsylvania.
