Libya’s prolonged political stalemate, worsening economic conditions and an emerging split within the judiciary pose mounting risks to the country’s unity, the UN’s top envoy for the country, Hanna Serwaa Tetteh, told the Security Council on Wednesday. Briefing the Council in New York, the Special Representative of the Secretary-General said that despite active UN engagement, the Libyan House of Representatives (the national parliament) and the High Council of State (the country’s top advisory political body) have failed to make progress on the first steps of the agreed political roadmap, including establishing a mechanism to select the board of the High National Elections Commission (HNEC) and advancing electoral legislation. “Their inability to use their agreed mechanism and follow-on unilateral actions has further eroded their credibility,” she said, noting that Libyan public perceptions reflect a growing belief that the bodies are “unable or unwilling” to deliver.
