Japan implemented a new system in April that penalizes minor bicycle traffic rule violators with a "blue ticket" that carries a fine of up to ¥12,000. | GETTY IMAGES Cyclists have been fined under the recently introduced “blue ticket” system in around 2,100 cases during the first month of its implementation, the National Police Agency said Thursday. In order to prompt safer cycling and prevent accidents involving bicycles, Japan implemented a new system at the beginning of April under which people on bicycles caught violating traffic rules — such as by using a phone while cycling, or ignoring stoplights — would be given a blue ticket and fined up to a maximum of ¥12,000. During the first month, a total of 2,147 cases in which penalties were issued were reported around the country. The majority of the violations involved either failing to halt at a stop sign or using a phone while cycling.…
