I need to shut water off at meter to install a main shutoff inside the house. I did apply some pressure to it but I do not want to held liable if I break it.

If I call the water dep. will they come shut it off for me? Will they require a permit to be pulled? Would that person pulling permit need to be plumbing contractor?

Or any suggestions on how to loosen valve?
