Our situation: The land belongs to a known person (private property). They want to remove soil mainly for leveling, but also okay to sell it. We have buyers ready for this soil. Distance is within 7–8 km. We checked with the Geology Department, and they said: We need to take a mineral transit pass. But for that, they are asking for building permit / land development permit, which will take around 2–4+ months. Our doubt: Is soil pass only allowed if linked to building construction? Is there any legal way to remove and transport soil just for leveling/selling? Has anyone done this recently without going through full building permit process?…
