People are heading over to Downdetector to report problems with Outlook, Microsoft's popular email and work platform. It's been a slow rise in reports, with approximately 1,000 people making their way to Downdetector to report problems as of this writing.
Microsoft's official status page shows "Service degradation" for consumer products, which would explain why things aren't working as expected.
